Not sure if people are still looking for info on this, but pschipsource and onlinepokergoods are two other sites that I have heard of. But as another person has said, not all are legitimate so be careful.
If you do have enough chips this is a good way to start your bankroll from zero. I know that if you get something like 500,000 chips on FullTilt, you can enter a $40 freeroll. I'm not aware of anything like that on PokerStars or any other poker room though.

Re: Poker Stars Play Chips for Money?
The main reason why vendors buy play chips is so that they can sell it to customers who want large quantities of play chips so they can enter higher limit games. The idea here is that the lower limit games do not offer very competitive or realistic play since players easily get called down or it becomes an all-in shove fest.
So the thinking goes that these customers seek large denominations of play chips so they can play in a more competitive playing environment (after all, higher limits means that you had to build your chip stack up so you won't donk it off that easily) while still not making any deposits to a poker room. I've also heard that people who buy these play chips also try to sell them again to another vendor at a higher price to try to make a profit.
Trading play chips for money seems a bit shady, so I've never tried this myself, but have heard/read of people who have built their bankrolls this way. I have no idea how poker rooms like FullTilt or PokerStars view this, but I would assume that they would not want players to make such transactions.
I've been playing with play money recently on FullTilt since I'm thinking about entering their 500K play money freeroll (payout of $40) and I'm a bit too busy with grad school to be playing with real money right now. Regardless, I will say that the play is better than the lower limits - but still, not quite the same as real money or live play.

I play the play money when I'm on a bad run, it helps to re-adjust my game

Yeah, I do it too - it's a good way to keep on playing without losing control of your bankroll when you're tilting or playing badly.

Play chips
Personally speaking, i use play money touneys etc to try to readjust my play,if 'i percieve'?? something to be wrong in MY play.
Online poker and live play in casino's are two different monsters and need to be treated as such.
If on a lets say a longish period of busting out early or dumping off money in ring games, then i try to use the play money to 'readjust' my approach to what ever game i'm having the difficulty with. It works for me,it may be as simple as taking off the pressure,as play money is just that, playing about, but if the time spent playing is constructive in some way, then i believe it to be benificial,no matter how psychologically it is helping.
